Gatchalian Warns Banks to Face Charges If They Are Rejecting National IDs

Senator Win Gatchalian reminds banks that they will be penalized if they are reported rejecting National IDs.

The Senator requested that the Bangko Sentral ng Pilipinas (BSP) notify all banks of Republic Act 11055, also known as the Philippine Identification System Act. This necessitates that they accept or acknowledge the national ID as acceptable confirmation of the transaction’s identity.

Gatchalian stated in the statement, based on the article of the Senate, that anyone who refuses will be fined P500,000. Gatchalian made the demand in response to recurring concerns that some banks refuse to accept the national ID card as proof of identity because it lacks the owner’s signature.

“Hindi ito ang intensyon ng batas. Layon ng national ID system na gawing simple ang iba’t ibang uri ng transaksyon, pang pribado man o pang publiko. Dapat busisiin ng BSP ang isyung ito at tiyakin na lahat ng financial institutions, lalo na ang Landbank at Development Bank of the Philippines, ay sumusunod sa batas,” said Gatchalian.

When creating a bank account, banks typically require two or more IDs and other supporting documentation. However, some bank transactions are being refused, particularly those from the low-income sector who only have one legitimate ID. Gatchalian further urged the public to report to the BSP any banks that continue to refuse national IDs in their transactions.

It is apparent, according to the lawmaker, in Memorandum No. M-2021-057 that the absence of a handwritten signature as part of the Philippine identification (PhilID) system is intentional and similar to national ID systems in other nations such as India, Singapore, Malaysia, Thailand, Vietnam, and others. It seeks to increase transaction security by using stronger verification methods and lowering the chance of counterfeiting.
