MANILA, Philippines — The Commission on Elections (Comelec) is hoping to hold the proclamation of the winning party-list groups on May 25, acting poll body spokesperson John Rex Laudiangco said Thursday.

The proclamation of party-list groups was initially set on May 19.

But after a declaration of failure of polls, special elections are slated in 12 villages in Tubaran, Lanao del Sur, on May 24, and in Shanghai, China — but this has no schedule yet.

“The certificate of canvass of PBOC (Provincial Board of Canvass) Lanao del Sur will be the one to be included in our national canvass and ultimately will determine [kung] ‘yun po bang natitira 1,991 in Shanghai — which until now we cannot schedule — will it affect the computation of the total number of party-list votes and ultimately, the standing, and ranking of the party-list?,” explained Laudiangco in a press briefing.

Shanghai, which has 1,991 registered voters, is still under lockdown due to a surge in COVID-19 cases.

“But, we are confident na baka naman ‘yung (that maybe the) 1,991 — upon completion of Lanao del Sur — ay hindi na makakaapekto (will not anymore affect the votes) and then we could proceed, hopefully, hopefully on May 25 with the proclamation of winning party-list candidates, complete na po (it’s complete already),” the Comelec spokesman said.

Aside from the 12 barangays in Tubaran and Shanghai, the poll body likewise declared a failure of elections in a barangay in Butig and a barangay in Binidayan, both in Lanao del Sur. However, there is also yet a schedule for the special elections in the two barangays.
