Barangay Chairman, Officials Face Charges After Accused of Corruption in SAP Aid

Police authorities arrested a barangay chairman along with other officials after they were accused of corruption in Social Amelioration Program (SAP) aid distribution.

Malversation of Public Funds charge has been filed against a barangay chairman and some of his officials, notably for misappropriation of the SAP and falsification of documents. The Manila Police District detained Mario Simbulan Ferrales, 73, chairman of barangay 608, Zone 61, District VI, and resident of 217-C Bagumbayan St., Sta. Mesa.

His accomplices Ma. Cristina Zara, 53, councilor; Isagani Darilay, 42, Brgy. EX-O; and a John Mark Nagera, 24, were also arrested, according to the Manila Police District Public Information Office. The arrested persons were sued for failing to provide P8,000 in monetary assistance from the government’s SAP for the second quarter.

According to the report, the complainants were Jerson Ceniza, a 30-year-old unemployed man, and Renerio Salabo, a 32-year-old store clerk. Despite being on the list, the recipients did not receive the cash assistance that was intended to be sent to them, according to the information.

Those arrested were found with the Master list of Beneficiaries and two forged identity cards of the accused with the name and address of the complainants issued by Barangay 608. The suspects are now in the SMaRT office, according to Capt. Philipp Ines, MPD-PIO Chief (Special Mayors Reaction Team).

According to Ines, the Manila Social Welfare Development manages the provision of such cash aid. Art 217 (RPC) Malversation of Public Funds (Social Amelioration Program Funds) and Art 172 Falsification of Public Documents will be charged against barangay officials.
