In its morning weather update, the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (Pagasa) said the northeasterly surface windflow is currently affecting Northern Luzon, resulting in cold weather with chances of rain.

Cagayan Valley, Ilocos Region, and the Cordillera Administrative Region, meanwhile, will have fair but slightly cool weather with chances of isolated light rains due to the northeasterly surface windflow.

For the rest of Luzon, including Metro Manila, Pagasa said fair weather is expected with chances of rain due to localized thunderstorms.

However, warm weather can be expected by noontime and in the afternoon.

For Visayas and Mindanao, Pagasa forecasts fair weather, which can turn warm at noon and in the afternoon.

Pagasa said there are chances of rain due to localized thunderstorms.

Meanwhile, the state weather bureau said Northern Luzon will have moderate to strong northeast winds and moderate to rough (1.2 to 2.8 meters) coastal water.

The rest of the country will have light to moderate northeast winds and slight to moderate (0.6 to 2.1 meters) coastal water.
